Two States weather systems exchange

Unusual weather conditions in the western United States caused an "exchange" obviously in weather conditions between the two countries.
In Phoenix, Arizona, famous dry at this time of the year, heavy rains caused a flood channel remains more than a dozen people trapped in the flooded streets.
Meanwhile in Washington, a massive dust storm rolled across the dry ground, creating a strange scene and caused numerous traffic accidents.
