How to plant a tidal Laguna?

Plans to produce electricity from the first series of tidal lagoons in the world have been published in the UK.
The six lakes - Four in Wales and one each in Somerset and Cumbria - capture incoming and outgoing tide behind giant dams, and use the weight of water to drive turbines.
A scheme 1000000000 pounds Swansea, told is able to power for 155,000 homes, is already in the planning system.
